LAKE MONTEZUMA PROPERTY OWNERS ASSOCIATION

MONTHLY PUBLIC AND BOARD MEETING

DATE OF MEETING 7-07-2008

MEETING CALLED TO ORDER: 5:04 pm

BOARD MEMBERS PRESENT: Sharon Brooks, Janet Aniol, Steve Sprinz, Carole Penfield-Krowne, Karen Krippene,and Chris Beisecker.

OTHER RESIDENTS PRESENT: 17

I. GUEST SPEAKER. Sheriff Waugh. He showed the group the crime prevention booklet, copies of which are available on the brochure rack in the Beaver Creek Adult Center. The Sheriff told us this is a very safe area. His department provides services to 36 areas in Yavapai County. Some of his accomplishments in the past 3 years include:

Reduced major crimes by 11 %

Narcotics arrests increased 100%

No new meth labs during past 2 years. Most meth is coming over the border

Average response time to calls reduced from 45 minutes in July 2005 to 25 minutes during the last 6 months.

30% of incidents in this area are traffic related.

Sheriff Waugh answered questions from the audience. He verified that certified police officers from the Yavapai-Apache police department can exercise their authority anywhere in the state.

There were only 13 burglaries in the entire Beaver Creek area during the first 6 months of 2008. 80% of arrests result from neighbors reporting suspicious activity.

The Silent witness program is back. The website is ycsoaz.gov.

There has been a budget cut, but he has no hiring freeze on detention officers or deputies. The increase in gas prices has affected his budget.

There is no county ordinance regarding dust or firing firearms.

III. MINUTES: The minutes of June 2, 2008 were read and approved.

IV. FINANCIAL REPORT. The financial report was handed out to the board. (See attached). The funds in the checking account includes the $12,000

from Red Rock Development for the traffic study. A motion was passed approving and accepting the financial report. Chris said LMPOA received a thank you letter from the student ambassador Marissa Harris for the donation.

The stone for E. Lodge is ready to be picked up.

V.WEBSITE. The website is up but not current.

VI. COMMITTEE REPORTS.

A. BEAVER CREEK REGIONAL COUNCIL/ COMMUNITY PLAN. The Plan was approved by the County and will be mailed in August, in preparation for the community meeting in October.

B. PLANNING AND ZONING No report.

C. TRANSPORTATION. More construction is planned on Beaver Creek Road. The bike lane will be widened and the lanes narrowed. A friction course will be added to the surface and then restriped. (See also Transportation Report prepared by Janet Aniol)

Janet reported that Maggie Holt and she have been providing information to prospective consultants for the RFP on the traffic study.

D. WATER/FLOODING. Karen Krippene gave a short overview of the pending litigation. SRP is suing various areas asserting rights to ground water, which they claim comes from the river system. The suit is to determine how wide an area from the waterways SRP can claim. The portion of the lawsuit relating to the San Pedro River is almost complete, and SRP will focus next on the Verde Valley. It was suggested that LMPOA invite Dwayne Wiles of the Verde Valley Water Users Assn. to speak at an upcoming meeting.

Karen also reminded members that there is an article in the Brighter Side about flood insurance.

E. PARK COMMITTEE. The park looked very nice for the 4th of July.

F.. MEMBERSHIP. Lisa Taylor had to resign from the board due to taking a new job.

G.. PUBLICITY. Carole Penfield-Krowne reported that the Bugle continues to carry regular announcements about LMPOA meetings in its prominent "Getting Involved" column. The Bugle published a press release about Sheriff Waugh's guest appearance. Board members were reminded to

send advance information about guest speakers to the publicity chairperson so that local newspapers can be notified.

The results of the marketing survey which was handed out to all attendees during the June meeting reflected that the most effective forms of publicizing LMPOA meetings are 1)the yellow and black sandwich board signs and 2) the local newspapers.

VI OLD BUSINESS. Steve Sprinz would like to have unfinished old business items carried forward on the meeting agendas. He volunteered to review past minutes to find those items.

VII NEW BUSINESS.

There is a Youth Task Force that has volunteered time to provide summer programs for local children. Their next meeting is Wednesday, July 9th at 8:00 a.m. at the Ranch House.

There is also an effort to form a local theater group (Beaver Creek Players) which could involve adults and children.

Chris Beisecker requested that LMPOA board members who express their own opinions regarding local issues via e-mail or otherwise take care that the opinions are not misconstrued as official LMPOA opinions, but should be identified as those of the persons expressing such opinions.

VIII ADJOURNMENT

There being no further business, the meeting was adjourned at 6:42 p.m.
