LAKE MONTEZUMA PROPERTY OWNERS ASSOCIATION

MONTHLY BOARD MEETING

 

DATE OF MEETING 8-3-2009

 

MEETING CALLED TO ORDER:  5:02 pm

 

BOARD MEMBERS PRESENT: Sharon Brooks, Janet Aniol, Steve Sprinz, Carole Penfield-Krowne

 

OTHER RESIDENTS PRESENT:  18 and 1 well-behaved dog

 

I. GUEST SPEAKER.Josh White is the program director for the Copper Canyon Academy, which is a therapeutic, private boarding school in Lake Montezuma.  It was started 11 years ago and has approximately 80 students at present.  They are troubled girls, not violent or dangerous, who receive a combination of therapeutic services, family therapy, and academics.  Parents sign over legal custody to the school.  The girls wear designated colored tee-shirts, denoting what level they are at.

 

Josh stated that the majority of the students don't want to be there and from time to time they run away.  The counselors are trained to restrain them in a safe manner and bring them back.  If residents see teenage girls wandering, they should call the school and ask whether they are missing any girls. Give the school as much information as possible and try to stall the girls until they can be picked up. The phone number for Copper Canyon Academy is 567-1322.

                       

II. MINUTES: The minutes from July, 2009 were read and approved.

 

III. FINANCIAL REPORT;  Maggie was not present. LMPOA is solvent.

   

IV.  COMMITTEE REPORTS

 

A. Transportation.  Janet submitted a written report for July and August. (See Transportation Report).  She stated that Cornville Road is slated to be improved up to Kimberley Way.  She reminded everyone to be very careful during construction of the McGuireville interchange.

 

Yavapai County has a new historic road program.  Page Springs Road is to receive that designation.  Review will be made of the "well road" to see if it qualifies.  An application needs to be submitted.  The transportation committee is also looking at trail designations.

 

An audience member asked why Yavapai County is getting so little of the stimulus dollars.  There is a lack of "shovel ready" projects.  Regional transportation has decided to use whatever funds are available to finish highway 260.  The only direct benefit in Lake Montezuma is the Cornville Road project.

 

B. Water.  Karin was unable to attend the meeting.  President Sharon Brooks read her written report. (See Water Report) Karin along with Janet and Kayo Parsons-Korn are trying to bring a day-long water education program to this area.  The one held in Prescott was highly successful.  A motion was made authorizing Karin to spend up to $85.00 for materials in preparation for such seminar. The motion passed with Steve abstaining.

 

C. Park Developments   Sharon presented the board with the written letter agreement, setting forth the landscaper's duties, which has been signed by Norm Kline.  She also authorized him to do some minor repairs to sprinkler covers.

 

D.  Community Plan.  The target date is still late September, 2009.

 

E. Planning and Zoning.    Steve handed out the Planning and Zoning Committee report.(See Planning and Zoning Report)  Regarding the proposed solar farm in Rimrock, it was just announced that the project did not make the short list.  It will not be built here at this time.

 

Public concern expressed:  is the zoning amendment for enlargement of the mini-storage business in Rimrock setting a dangerous precedent which will make it easier in the future for residential lots to be rezoned commercial?  The board explained that this restricted use permit would not apply to any other type of commercial enterprise on that lot.  In other words, a future owner could not operate a mortuary there. Sharon stated that we have more commercial property available in Beaver Creek than any other surrounding community.

 

F. Publicity.  There were many posters up and newspaper press releases about tonight's guest speaker, which led to good attendance.

 

We are currently looking for local musicians/groups to perform at our fall concert series. 

 

V.  OLD BUSINESS. 

 

Vision for LMPOA. This item has been carried on the agenda for a year.  There are always so many matters to handle at the regular monthly meetings, that the Board runs out of time.  A motion was made and passed for an offsite board retreat, devoted to this topic.

 

Storage of records   Sharon sent a letter to Chris Beisecker asking for copies of the financials.

 

Draft letters to County   Sharon is still doing review of the process for appointing new members to P&Z review commission and will draft the letter when complete. The letter regarding the stockpile issue is likewise still pending.

 

Bulbs and keys for Rollins Park All lights have been replaced with energy efficient bulbs.  The keys were duplicated and the landscaper has one set.

 

Membership Committee Chairman.  Sharon asked for any volunteers in the audience interested in joining the board and chairing this committee.  There were no volunteers.

 

VII. NEW BUSINESS

 

Trash container for park  A discussion was held about who would provide the container and empty it every week.  Sharon stated that it was not in the landscaper's contract.  He only hauls grass and bush trimmings.  The doggie trash container is overflowing, probably because customers of the restaurants in the square dispose of their paper goods in the doggie container.  Sharon will meet with the Adult Center board to see if we can reach a joint decision.  They will need to rent a larger dumpster to accomodate the park trash.

 

Trimming the trees  There was a discussion but no board action.  It is quite expensive to do canopy cleanup, but the park may need it.

 

VIII  ADJOURNMENT

            The meeting was adjourned at 6:32 p.m. Due to Labor Day, the next meeting will be on September 14th.  The proposed school bond issue will be discussed.
