Board members present: Sharon Brooks, Karin Krippene, Janet Aniol, Steve Sprinz, and Maggie Holt.
Sharon called the meeting to order at 5:08 pm and introduced guest speaker Karin Ward, Principal/Superintendent of Beaver Creek School.
Karin introduced Annika Head, VISTA worker who will help with youth and community programs and write for grants for after-school programs. She then presented a slide program outlining the boundaries and history of the district and touching upon the upcoming bond issue.
It was moved by Janet to waive the reading of the minutes in the absence of the secretary; motion carried.
Maggie reported a general fund balance on hand of $3774.36, mentioned balances of special accounts, and mentioned a few items that are still coming due before the end of the year. She also reported an estimate from the gardener for additional gravel and a trash receptacle for Rollins Park. It was mentioned that BCAC will allow LMPOA to share their dumpster for refuse from the Park. It was moved by Karin to approve the purchase and spreading of gravel for Rollins Park by Norm Klein for $375; motion carried. Maggie will contact Norm. Quote for trash receptacle will be revisited.
Public Agenda Items
Yolanda Sprinz mentioned the Spooktacular that will take place in Rollins Park on October 31 from 5 to 7 pm.
Lorin Adams mentioned a meeting that will be held at his home re the bond issue on September 15 at 7 pm.
Karin mentioned the BCAC rummage sale to be held October 2-3.
Janet reported that a class for food handlers will be held on September 15 at 3:15 pm.
Committee Reports
Transportation: Janet requested restriping of the parking spaces around Rollins Park. It has not been done, and she will make the request again.
Water: Karin reported that she and Sharon met with Claycomb/Rockwell re flood abatement issues in specific areas that do not include the bridge. They will restudy from 10 years ago and make a presentation at the October meeting. Sharon has a new map showing areas of concern. An effort will be exerted for clearing of trees and shrubs at the bridge.
Karin also reported that on October 17 from 10 to noon Arizona Onsite Wastewater and Yavapai County Development Services will hold a workshop re septic system service and maintenance at Beaver Creek Baptist Church that will include a 14-page handout. Reservations are required because number of attendees is limited to a maximum of 100. Attendance is urged to prevent major septic system problems, which can be extremely costly..
Karin reported that the County is sponsoring Project Wet in Dead Horse State Park for 4th graders; it will teach them about water the cycle of water and conservation.
Park Development: Open position; Sharon requested a volunteer.
Community Plan: Sharon reported that the committee is working on writing the sections on the various elements of the plan and hopes to have a draft in November.
Planning and Zoning:
Guest Homes as Rentals – Steve reported the County is considering allowing rental of guest homes; BCRC and LMPOA both opposed; it will be taken up at the BOS Cottonwood meeting.
Notification of zoning changes passed.
Steve reported on 2 new rights to develop property that encourage cluster development.
Temporary Event Permit – This is primarily for large events like carnivals, rodeos, etc., and seems unjustified for smaller events of the type that LMPOA supports locally sponsored by Kiwanis, etc. Janet said Kiwanis has requested a $25 fee for small, local events.
RV Temporary Camping – The County has stated that this is an attempt to ease restrictions on use of one's own property. It was moved by Karin to respond favorably; motion carried.
Steve will send a letter of thanks to Chad Daines for the help he has provided.
Membership: Open position; no report.
Publicity: Karin reported that the Rimrockers from Rimrock Public High School will play in Rollins Park the last Sunday in September, starting at 1 pm. Similar music programs will be held in October, April, and May.
Old Business
Letter Requesting 2 Local people on P&Z – Sharon reported that each supervisor approves 3 members to serve 4 years each. Chip Davis's next approval will be in 2010 with one member up for renewal. It is hoped someone can be found locally to serve.
Draft Letter re Stockpile – Janet has sent a letter requesting a neater rockpile.
Retreat – Sharon will send email to board.
New Business
Janet briefly discussed the issue of park model RVs to be allowed as rentals.
Holiday Fest – Karin report this will take place Saturday, December 5.
Bill Larson asked if a meeting could be held to learn more about the golf course issue or post notices with contact information on doors, etc. Steve reported that the golf course is a PAD and cannot be changed. Water rights belong to others. Opening bid for the auction will be $1.6M. A few loose suggestions were made re the community buying the golf course.
With no further business, the meeting adjourned at 7 pm.
