DATE OF MEETING October 5, 2009
MEETING CALLED TO ORDER: 5:05 pm
BOARD MEMBERS PRESENT: Sharon Brooks, Janet Aniol, Steve Sprinz, Carole Penfield-Krowne, Karin Krippene, and Maggie Holt.
OTHER RESIDENTS PRESENT: 10 and 4 guests
ANNOUNCEMENTS: On Weds. October 7 there will be a trails presentation. On Saturday, October 17 there will be a workshop on Septic Systems—reservations required. On Halloween there will be a carnival in the square. Streets will be closed off so children can safely walk around for games, costume parade, treats and more. There will be prizes for costumes.
GUEST SPEAKERS: Bill Kupsch and Carl Rockwell, the engineers from Claycom/Rockwell Associates (which is changing its name to Rockwell Engineering). This firm was retained by the Yavapai County Flood Control District to address drainage problems in the Lake Montezuma Area (the district also had representatives present at the meeting) The areas of concern include Old Fort Wash, Rimrock Creek, Beaver Creek School Wash, Geronimo Wash, and Dusty Moccasin Wash. Maps were distributed showing location of these washes. Claycom/Rockwell did a study 10 years ago and some of their suggested work was accomplished. Now they are back to readdress issues left over and to add new concerns. They are asking for public input, including comments in writing using their questionaire and any photos that concerned residents wish to submit.
Their job is to prioritize problems. Questions were asked about the area around the bridge clogged with trees and debris. A bridge analysis was performed a few years back, which concluded the bridge is safe. The speaker's opinion was that clearing trees in the vicinity of the bridge would not help because there are 20 miles more of trees below and above. Some members of the audience noted that flooding has become more frequent in recent years. The speakers felt that life safety issues and water getting into homes was their priority. In 2007, LMPOA had a significant storm event, with 4 inches of rain in less than 1 hour. The engineers stated "they don't design and build for these major events." Their questionaire is available on the website www.clayrock.com Responses due by October 16. Sharon thanked the speakers and they left the meeting.
PUBLIC INPUT: One member reported on a meeting she recently attended with fire chief Mike Van Dyke and the county. The county conceded that the creek bottom has risen at least 6 feet. She challenged the engineers' opinion that it would not help to clear debris and trees out from around the bridge and stated that if the bridge goes out during a flood, it does become a life safety issue. She also disagreed about the "20 miles of trees", as she has hiked the area many times. Her frustration with the failure of the county to deal with this problem was noted and many agreed with her. Steve Sprinz recommended a brainstorming meeting on the bridge issue.
I. MINUTES: The minutes of September 14th were read and one addition was added that there had been discussion about the stipulations regarding the golf course. It was noted that even though there is a current stipulation maintaining it as a golf course, stipulations are subject to being changed. With this addition, the minutes were approved.
II. FINANCIAL REPORT. Maggie gave a brief financial report regarding the balances in the four LMPOA bank accounts. The dues for BCRC of $50 are due soon. A check was sent for publication of the amendment to the Articles of Incorporation.
III. COMMITTEE REPORTS
A. TRANSPORTATION. Janet gave a very brief report. Montezuma Estates Property Owners are working toward road improvements in their area, including grading and ditches. Regarding restriping around Rollins Park, Janet reported that she was still waiting for responses to her calls.
B. PARK. Steve noted that the fountain is still overflowing. Also there is still a problem with broken sprinkler heads. Sharon will call the gardener.
C. PLANNING and ZONING. Steve handed out the committee written report for October, 2009. (Copy available on website) A discussion was held regarding ZOA HA H9089 which would allow Park Models between 320 and 400 square feet to be placed on residentially zoned parcels. This is scheduled to be heard by the Planning and Zoning Commission. Janet and Steve will work on a response. Opinion regarding this proposed zoning change was generally quite negative. A concern was raised that developers will turn large tracts into trailer lots or that empty lots in Lake Montezuma would be filled with Park Models. Everyone is urged to send letters of opposition.
A motion was passed to table to remainder of the Agenda due to the late hour.
