II. GUEST SPEAKERS
A. Barbara Kyle, the Yavapai County Library District Director and Gerry Laureto, Camp Verde Library Director, made a brief presentation on the status of the Beaver Creek Library Services. There has been an increase in usage since it opened in 2007. A new support group, Friends of the Beaver Creek Library, is currently being formed.
B. Jim Spear

Over the years it has been Lake Montezuma Golf and Country Club, Beaver Creek Golf and Country Club at Lake Montezuma and other versions until it is now BC Ranch Golf Club and the Ranch House Restaurant. Now it may once more become a private club with the new name of Beaver Creek Sanctuary.
On Monday evening at the monthly LMPOA meeting, Jim Spear spoke with interested residents and answered questions. He represented Beaver Creek Redevelopment Company of which he is a part owner.
Mr. Spear said that it will take a couple more weeks to finalize everything with the former owners, and that he may come back to the December meeting if everything is completed by then.
The Sanctuary at Beaver Creek will have a 5 star golf course, clay tennis courts, a swimming pool and indoor golf practice facilities. It will be a private course with 6 different types of memberships. The Ranch House Restaurant will not reopen, although it may be made available once a week to residents. He emphasized that the course would be reasonably priced for this type of club.
The 18 holes will be redesigned to USGA specs and it is planned to have professional tournaments. There will be no driving range. The Ranch House will be renovated, remodeled and expanded a little, but kept aesthetically the same. The renovation of both is expected to be completed by October 2010.
The first thing to do will be to turn on the water and then to mow. Several residents reminded Mr. Spear that fish are dying and something needs to be done now. Others asked about memberships paid for with the former owner. The response was that the owners plan to get everyone who has supported the course over the years out there on it. The owners are all new and the management will be all new. Beaver Creek Redevelopment Company plans to go to P&Z by the first of the year.
III. MINUTES; The minutes of October 5, 2009 were accepted.
IV. FINANCIAL REPORT. Maggie reported the balances in the bank accounts and read off a list of checks written in the past month. The gardener has been paid through October. We got certification of publication from the newspaper regarding printing the articles of amendment.
Janet stated that she made the decision to authorize the gardener to fix the sprinklers before the Halloween Spooktacular. A motion was made and passed, ratifying Janet's action and to authorize payment. With respect to the quote from the gardener regarding other improvements to the park, no board action was taken.
V. COMMITTEE REPORTS
Transportation Janet reported that the striping of the parking spaces around Rollins Park was cancelled due to the road closure resulting from the auto accident. See also, Monthly Transportation Report.
Maggie said she approached Verl Cook about installing a handicap ramp into the park. The curb is in the County ROW. Sharon said there might be septic tanks below the curb, and probably no record of where they are located.
Water Karin asked the Board to read her Water Report and send her comments.
Park We still don't have a chairperson. Audrey Erb volunteered to provide a replacement flag.
Community Plan Still not finished
Membership Sharon has found a member who may be willing to chair this committee starting in January.
Many people attended the golf course presentation and this was a missed opportunity to solicit new members. If Mr. Spear returns, we should set up a table at the door for signing up.
P&Z There are some troubling proposals going before the Board of Supervisors on November 16. Sharon agreed to call Chips Davis and ask that our CCRs be recognized and enforceable. Residents should attend the meeting or send e-mails to the Supervisors, opposing the ZOA which would allow for Park Models on empty lots. (See Planning and Zoning Report)
Publicity The local newspapers have been very good about giving LMPOA publicity for meetings and special events. However, the attendance at the last concert was abysmal. Carole recommended cancelling the concert series program.
VI OLD BUSINESS
Trash Can. Motion carried to pay $75 to gardener for new trash can, to be attached to existing post.
Discussion of tree trimming and canopy cleanup. Motion passed to table the trees issue until we get a new park committee chairperson.
Board Retreat will be Thursday, November 12 at BCAC starting at 9:00 a.m.
Storage Cleanout will be Saturday, November21 at 9:00 a.m. Janet will check with the Logstons before we discard the decorations they donated.
Fountain: Lee Weller volunteered to help Steve clean up the fountain. A motion was made to authorize up to $100 for this project.
BCAC Potluck: Will be on December 5th.
In January, our guest speaker will be from the Sheriff's office, giving a local update.
